据了解，不久前，缅军就曾在邦纳均镇逮捕了近30名平民，6月21日晚上又在皎哆镇逮捕了包括一名活动共20名平民。当天晚上，缅军同样在妙乌镇盘查和逮捕，部分活动家被迫逃离镇区。今年1月至6月22日，缅军已在若开邦包括百力瓦镇逮捕了至少100名无辜平民。
