据报道，缅军政权正在计划购买俄罗斯制造的超音速巡航导弹。塔斯社 (TASS)在本月2日的消息指出，缅军拟采购俄印联合生产的布拉莫斯超音速巡航导弹。
居住在德国的人权研究员哥尼基戴蒙认为，缅军购买巡航导弹并不是用于内战。同时他还表示，缅军政权计划用印度的贷款购买这种导弹。2020年10月，经俄罗斯批准印度将基洛级潜艇 (Kilo-class submarine)移交给了缅甸，这艘潜艇就配备了巡航导弹。
据军事维基百科中记载，2015年缅军政权曾讨论过购买两艘俄罗斯制造的基洛级潜艇。而在此前的2013年6月，敏昂莱表示在访问俄罗斯期间也曾与俄官员讨论了购买潜艇的问题。公开来源情报 (Open-source intelligence)称，缅军海军拥有俄罗斯制造的 Kh-35 U 反舰巡航导弹。
缅军海军表示，希望在海洋作战能达到蓝水海军的水平。
